Midstream, Moon Township Feb. 2012 to Jun 2012- Contracted through Alliance Engineering
· Refined
the Williams’ Pipeline Construction Scheduling template for the Allegheny
Basin Area (ABA) for North Eastern Pennsylvania.
· Develop
Specific Pipeline schedules working with consultants and contractors to
assure that the Williams pipeline would be completed before the well driller
was ready to flow gas. Consultants included land companies for acquiring
survey permissions & ROW optioning, Environmental and Cultural surveying
and permitting consultants, State & Township Road permitting, generation
of alignment sheets, IFB and IFC drawings, and material procurement and
delivery. Also tracked tree clearing, ROW excavation, pipeline stringing,
bending and forming, welding, ditching, high pressure testing and line fill.
· Determined
project performance indicating metrics. Project updates performed weekly and
actual performance was measured relative to those metrics. Variance reports
were generated and reviewed internally by project and construction
management. Variance reports were also sent to our drilling partners to
confirm that our performance was in line with their drilling schedules.
Project
Control Specialist – Allegheny Energy, Greensburg, Pa. Nov 2010 to Feb 2012 –
Contract
· Interfacing
with project engineers and power station supervisors, generate logically
integrated WBS based baseline schedules for major capital projects. Total
yearly capital project portfolio is about $200M.
· Set
up Project Coding and Activity coding structures to collect cost and
schedule information for various audiences (i.e.: Engineering,
Procurement, Construction, Station Activity, etc)
· Generate
weekly project schedule updates for each generating region comparing schedule
progress performance against project baselines. Perform weekly cost and
schedule variance analysis dashboard reports for each generating region (4
regions) – one region each week with about 15 to 20 projects per region).
Dashboard reports are generated for senior management reporting providing
informative high level cost and schedule data for executive decision making.

Responsibilities:
Develop and maintained logically integrated P6 baseline design, engineering,
procurement and installation schedules for major Capital Upgrade of East and
West Region 345 KV Substations. Worked with Shaw Engineering (Atlanta) and in
house engineering to achieve delivery of substation design(s). Tracked
procurement, storage and delivery to site of all power equipment including
transformers, breakers, line/knife switches, power buss, I&C, etc.
Identified monthly notifications of line outages to the PUC.
At substation(s), scheduled cut out of incoming lines, phased demolition of
existing equipment, (excavation - if needed), installation of new grounding
grids, foundations, installation of power handling equipment, 3 phase buss
structures and attachment of power buss. Scheduled construction of new or
upgraded control room (s), and all connection cabling between control room
and site equipment via cable troughs. Scheduled installation checkout and cut
in. This was done in phases for incoming HV transmission equipment and
outgoing distribution power equipment.
Held weekly schedule reviews with site manager and civil & electrical
site foremen highlighting critical path(s),
resource
utilization, and estimated times to complete. More than one substation was in
work at all times resulting in about 50 % of time at various sites
gathering progress updates and 50 % of time back at the DQ Light office
inputting and generating various integrated P6 progress reports to the
project manager(s). Compared progress updates to baseline schedule
highlighting variances & workarounds.
